 Kentucky Community and Technical College System

In April 2004, Dr. McCall was elected chair-elect of the American Association of Community Colleges (AACC).  This marks the first time a system-level president was elected chair of the AACC board.  He is presently serving as chair.

As founding President of the Kentucky Community and Technical College System, Dr. Michael B. McCall oversees a system that has an annual budget of approximately $569 million and operates a seamless complex system of 65 campuses open or under construction operating in 16 regions across the Commonwealth touching the lives of more than 300,000 citizens.

Under the leadership of President McCall, KCTCS is committed to serving as the major gateway to postsecondary education for all Kentuckians. Since his appointment in December, 1998, Dr. McCall has achieved many successes, such as:

  • Merging the 28 community and technical colleges into 16 accredited comprehensive community and technical colleges that serve over 85,000 students in credit programs.

•  Rapidly expanding the number of academic and technical programs that KCTCS colleges offer to students. Since 1998, the KCTCS Board of Regents has ratified or approved more than 1700 new programs and program options that result in certificates, diplomas or associate degrees.

·  Responding to the needs of communities by expanding access to postsecondary education through new facilities (30 recently completed, two under construction) and distance learning opportunities which provide all KCTCS colleges access to virtual learning.

•  Expanding services to employers by providing an array of workforce training opportunities, including some of the nation’s most innovative approaches to information technology.

Dr. McCall has served for over 35 years in community and
technical colleges.  He has been recognized for his advanced collaborative partnerships, economic development, innovative use of technology, and the utilization of team-oriented management.

 

In addition to his role as president, Dr. McCall serves on a number of national and state boards and commissions, including serving as chair of the National Council of State Directors of Community Colleges (NCSDCC) in August 2004.

 

Affiliated with the American Association of Community Colleges, NCSDCC is the only council that represents the collective interest of state agencies and state boards of community colleges. 

 

In addition, Dr. McCall serves on the following boards and commissions:

 

  • Kentucky Governor Ernie Fletcher’s Blue Ribbon Commission;
     

  • The editorial board of the Community College Journal of Research and Practice;
     

  • The advisory board of the Center for the Integration of Research, Teaching, and Learning, National;
     

  • Chair of the State Directors Commission and co-chair of the Futures Commission White Paper for the 2004 Community College Futures Assembly; and
     

  • A member of the board of the Center for Quality People and Organization.
     

Prior to his appointment as the founding president of KCTCS, Dr. McCall served as executive director of South Carolina’s comprehensive technical colleges and provided leadership for South Carolina’s economic development training programs.

Earlier in his career, Dr. McCall served as president of Florence Darlington Technical College in Florence, SC, and as president of Paul D. Camp Community College in Franklin, VA. Dr. McCall was also a dean and a faculty member at community and technical colleges in Virginia.

Dr. McCall received his bachelor’s degree in physics and mathematics from the University of North Carolina at Wilmington; his master’s in physics from Virginia Polytechnic Institute (VPI) and State University, Blacksburg, VA; and his doctorate in educational administration from VPI.

The National Council of State Directors of Community Colleges is an affiliated council of the American Association of Community Colleges (AACC).  The council provides a forum for the exchange of information about developments, trends, and problems in state systems of community colleges.  

Through our affiliation with AACC, we also strive to affect national legislation that impacts our colleges and state agencies.

This is the only Council that represents the collective interest of state agencies and state boards of community colleges.  This council is a valuable forum to help state directors deal with the changes in attitude and policies towards community colleges at the international, federal, state and local levels.  We will share information and learn lessons from each other to better serve the interests of our institutions in the coming years.
