J . David Armstrong Jr. is
the Executive Director of the Florida Community College System. In that
capacity he is the Chief Executive Officer for the 28 college system and
the State Board of Community Colleges, which is appointed by the
governor and oversees policy coordination for the system. The system has
an annual operating budget of more than $1.2 billion, and a capital
outlay budget of more than $100 million.
Mr. Armstrong's vision for the system is summarized in the system's
logo: "Putting Minds To Work". He has developed numerous
partnerships with business and industry to develop and deliver programs
to train workers, with the K-12 system to provide more opportunities for
students in higher education, and with public and private universities
to assure further education opportunities for community college
students.
In addition to these partnerships, he serves on several statewide
organizations including the Council of 100, Enterprise Florida's Jobs
and Education Partnership, the Board of Governor's for the Florida
Chamber of Commerce, and the recently announced Leadership Florida Class
of 1999-2000.
His primary strategic initiatives for the system include providing
access to lifelong careers through quality training programs, providing
business and industry with qualified workers, and assuring that all
students have an opportunity to further their education through
bachelor's degrees. Technology and interactive electronic learning
opportunities are a current focus.
Mr. Armstrong received a bachelor of arts degree from the University of
Montevallo in his native state of Alabama, and he also holds a master's
degree in management science. He is completing his dissertation for his
doctoral degree in education
leadership and management at Florida State University.

The National Council of
State Directors of Community Colleges is an affiliated council of the American
Association of Community Colleges (AACC). The council provides
a forum for the exchange of information about developments, trends, and
problems in state systems of community colleges.
Through our affiliation with
AACC, we also strive to affect national legislation that impacts our
colleges and state agencies.
This is the only Council
that represents the collective interest of state agencies and state
boards of community colleges. This council is a valuable forum to
help state directors deal with the changes in attitude and policies
towards community colleges at the international, federal, state and
local levels. We will share information and learn lessons from
each other to better serve the interests of our institutions in the
coming years.
