NCSDCC Summer Meeting
August 5-7, 2002
Lexington, Kentucky

The meeting was called to order by Chairman Earl Hale. 

Minutes of the spring meeting in Seattle, Washington were approved. 

Michael McCall welcomed the group to Lexington.

The treasurer’s report was given and approved.

William Sanders, U.S. Department of Labor, Director of Workforce Innovation, Office of the Assistant Secretary for Employment and Training, made a presentation summarizing the DOL’s philosophy on WIA and identified six principles that would result in the creation of jobs and increased wages.

Joan Athen, Special Assistant for Community Colleges, OVAE, Department of Education, discussed the unpreparedness of students coming to community colleges and steps being taken by the department to remedy this situation. 

State reports focused on budget issues, nursing education, teacher education, and the impact that an ever-increasing Hispanic population is having on community colleges.

David Baime and Jim Hermes gave a legislative update.

George Boggs, AACC President, presented a report on AACC initiatives, particularly on nursing issues, an unsuccessful proposal on airport security training, help from the NCSDCC to recruit international students, and an “on-site” job fair at AACC’s convention in Dallas.

Frank Newman, Director of the Futures Project, led a discussion on the forces that are changing the higher education community. 

Stuart Rosenfeld, president of Regional Technology Strategies, Inc., discussed the change in economic development since the 1980s and his work in cluster analysis.

New officers of the NCSDCC’s executive committee for FY 2002-03 will be: David Armstrong, Chair; Martin Lancaster, Chair-Elect; Michael McCall, Vice-Chair for Legislation, and Cam Preus-Braly will be Secretary-Treasurer.  Earl Hale will continue on the executive committee as the immediate past chair.

The National Council of State Directors of Community Colleges is an affiliated council of the American Association of Community Colleges (AACC).  The council provides a forum for the exchange of information about developments, trends, and problems in state systems of community colleges.  

Through our affiliation with AACC, we also strive to affect national legislation that impacts our colleges and state agencies.

This is the only Council that represents the collective interest of state agencies and state boards of community colleges.  This council is a valuable forum to help state directors deal with the changes in attitude and policies towards community colleges at the international, federal, state and local levels.  We will share information and learn lessons from each other to better serve the interests of our institutions in the coming years.
